8月14日，国务院办公厅印发关于《全国深化“放管服”改革转变政府职能电视电话会议重点任务分工方案的通知》。通知中提及，2018年底前将实现统一申报单证、作业系统、风险研判、指令下达、现场执法，实现进出口整体通关时间压缩三分之一，五年内压缩一半。同时，力争在2019年底前将“单一窗口”功能全部覆盖到海关特殊监管区域和跨境电子商务综合试验区。此外，通知中要求继续进一步降低物流成本，预计全年降低物流成本120多亿元。
